A Resolution

A resolution endorsing the creation and implementation of a committee to review the FSM School Accreditation System (FSM-SAS) Procedures and current practices, with the objective of identifying potential revisions to content components and policy requirements to more adequately reflect addition of the technology and other related components as deemed necessary.

WHEREAS, The FSM-SAS Procedures Manual was established pursuant to Public Law 8-132 (Title 40, FSMC §108) and in accordance with the administrative procedural requirements contained in Title 17 FSMC § 102-§ 104; and

WHEREAS, the purpose of the FSM School Accreditation Regulation and its Procedure Manual were designed to help schools improve the quality of education services and opportunities for all students in the FSM; and
WHEREAS, the FSM Schools are conducive to learning by meeting the established standards, criteria, and evaluation procedures, reporting requirements as outlined in the FSM-SAS for the national system of public and chartered non-public elementary and secondary schools; and

WHEREAS, the FSM-SAS Procedural Manual was developed and promulgated in 2011 and revised in 2018; and

WHEREAS, technology and other components were added to the FSM-SAS current practices but are not reflected in the 2018 revised Procedural Manual; and

WHEREAS, some of the FSM-SAS components are not relevant to private schools and outer island schools in the FSM.

THEREFORE, BE IT RESOLVED, that the committee shall be composed of no less than two representatives from each State Department of Education, two from the College of Micronesia-FSM, and National Department of Education Accreditation Core Team, with Assistant Secretary of Quality and Effectiveness serving as the Committee Chair and FSM Accreditation Specialist as Co-Chair.

BE IT FURTHER RESOLVED, that this committee will review the FSM School Accreditation System (FSM-SAS) Procedures and current practices with the objective of identifying potential revisions.

BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to the Directors of the State Departments of Education, the President of the College of Micronesia-FSM and the Secretary of the National Department of Education.
