Major goal of this project is to raise mastery in learning standards of 50% of grade six students (of which 50% are female) meet minimum competency or higher in numeracy and literacy skills by 2023. The national baseline conducted in 2015 reveals about 30% of the students in grade six met the bench 
 
Under the IQBE, four major components have been identified as the drivers to achieve the overall goal of this project: 1) improving primary teacher preparation program, 2) strengthening capacity to use student assessment to improve learning, 3) expanding access and usage of teaching and learning resources and materials, 4) strengthening educational leadership and management of schools, including parents and community engagement.
