PROPOSAL REQUIREMENTS

 

The proposal must meet minimum requirements and include description of the processes, activities, and services to be used to produce the deliverables associated with each project objective listed in this Scope of Work included in the attached Terms of Reference. Proposal must contain two components: a) Technical Proposal and b) Financial Proposal using the templates attached in Annex A. Both components can be included in one document.

We encourage consulting firms or companies, with available expertise relevant to perform specific task mentioned under the Scope of Work, to submit the proposal. We will not entertain applications for completion of limited or partial tasks.

The Proposal can be submitted online with attachment of soft copies in PDF format or can be delivered by mail to the National Department of Education to the following address no later than

1.      BACKGROUND

The national curriculum lies at the heart of the national Department of Education’s policies to raise students’ performance standards. It sets out a clear, full and statutory entitlement to learning for all students in FSM public schools. It determines the content of what will be taught, and sets attainment target for learning. The national curriculum gives teachers, students, parents, employers and the wider community a clear and shared understanding of the skills and knowledge that young people will gain at school.

However, currently the FSM Department of Education Curriculum has only standards and benchmarks for Science. To make learning and teaching of this subject matter easier for both teachers and students, student learning outcomes (SLOs) need to be developed to describe in detail what each student should know and be able to do in each Benchmark at each grade level which is the driven force of this project.

In addition, to track and improve the academic performance of FSM students in Science, a reliable standard based assessment tool needs to be in place. In order to create assessment, there is a need of SLOs to guide test developers. After the development of science SLOs, Science NMCT test will be revised in alignment with SLOs in place.

 

2.      PROJECT OBJECTIVES and SCOPE OF WORK

The objective of the proposed project is to:

1. Revisit and edit the current science curriculum standards and benchmarks

2. Develop ECE, 1st, and 2nd grade benchmarks

3. Do a vertical alignment of benchmarks for each grade

4. Insertion of important issues like climate change, etc., as SLOs to benchmarks address

5. Develop student learning outcomes for each benchmark from ECE – 12th grade

 

Scope of Work

A.  Selected agency or private licensed individual or firm who will work with content groups of FSM NDOE staff and selected teachers to collectively create determine format of Student Learning Outcomes in the science subject areas and establish plan to accomplish tasks.
B.  Complete a Vertical Alignment of the Benchmarks to the FSM Curriculum Standards and Benchmarks for science.
C.  Review and finalize By-grade Student Learning Outcomes.
D.  Finalize, print and distribute the DRAFT Student Learning Outcomes in Science for Grades ECE – 12 for review.
E.  Submit Draft Revisions for FSM NDOE Review
F.  Finalize the FSM Science Student Learning Outcomes for Grades ECE – 12 based on feedback from the FSM NDOE and States teams’ review process.
G.  Conduct face-to-face trainings for FSM NDOE specialists on the final FSM Science Student Learning Outcomes for Grades 1–12.
H.  Review final work to be consistent to the FSM English Language Arts SLOs in terms of format, layout and organization
I.  Submit final report that summarizes the key tasks performed in the scope of work along with the timelines for their completion. The final report will also include a section on recommended next steps. 


3.      EXPECTED DELIVERABLES

The consultant will be responsible for the following deliverables, at a minimum:

  • Develop Student Learning Outcome Document in Science
i.Will serve as guideline for teachers
ii.Improving pedagogy and student learning
  • Provide available, research based, and contextualized resource materials for science curriculum and SLOs.
  • Capacity building of NDOE and SDOE key staff in science learning outcomes deliverables.
 
 
4.    DURATION OF WORK
 

All the developmental works and deliverables under this project is expected to be completed within nine (9) months from the time of its commencement. Current estimated project completion is October 31, 2020.

 

5.    COUNTERPART SUPPORT and WORK SPACE

The consultant is required to work closely with the NDOE STEM Specialist, Arts Specialist and other identified key staff and consultants. Consultant reports directly to the NDOE STEM Specialist and Assistant Secretary for Formal & NonFormal. NDOE will coordinate working space for the consultant, as needed. All required equipment, materials, and software are the responsibility of the consultant organization.

 

6.    SUBMISSION of PROPOSAL

Qualified and competent individual experts with specific experience in development of science student learning outcomes; curriculum standards and benchmarks, are requested to submit their proposal of no more than 10 pages, not including cover page and resumes of key project staff to the National Department of Education no later than December 1, 2019.
 

Proposal must contain two components: a) Technical Proposal and b) Financial Proposal using the templates attached in Annex A. Both components can be included in one document. The Financial Proposal and any associated budget justification will count towards the 10-page limit.

7.    MINIMUM REQUIREMENTS

The following are minimum requirements for prospective consultants and firms.
 
A.      Science Curriculum Development Experiences & Expertise
1.Understanding of curriculum, standards and benchmark used in the FSM and similar contexts
2.Use of multiple methods to collect, interpret, and integrate information about curriculum into working knowledge.
 
B.      Experience Working with FSM NDOE, State Departments of Education, and Teachers and Principals Across the Four States
1.Experience working with FSM educational stakeholders through co-creative processes to design new solutions and strengthen existing local capacities
2.Written and oral presentation to FSM stakeholders 
 
C.      Analytical Expertise
1.Demonstrate expertise and knowledge on existing curriculum, standards and benchmarks from National and State Departments of Education; can provide an analytic feedback from reviewing current curriculum framework
 
D.      Project Management
1.Demonstrated ability to produce high-quality deliverables
2.Demonstrated ability to work with NDOE and State Departments of Education effectively and in timely manner.
 
Failure to meet these minimum requirements will result in immediate disqualification.
 

 

8.    WORKING MODALITY

The NDOE STEM Specialist is the primary point of contact and project lead. Additional project team members may include the NDOE Secretary of Education, NDOE Assistant Secretary of Education for Formal & Nonformal, Directors of the State Departments of Education (or designees), and other consultants retained by NDOE and the State Departments of Education.

Working space will be provided at the NDOE or at the State Departments of Education as needed.

 

9.     PROPOSAL EVALUATION CRITERIA

(i). Prior experience or expertise of individual / organization working on issues related to teacher performance management in the FSM (or contexts similar to the FSM) similar to those identified in this scope of work

2. Competitiveness of the Fees

The total amount of points for the fee component is 15. The maximum number of points shall be allotted to the lowest fees proposed that is compared among those invited firms which obtain the threshold points in the evaluation of the substantive presentation. All other proposals shall receive points in reverse proportion to the lowest fees; e.g. [15 Points] X lowest] / proposer’s fees] = Scored financial points of the proposer

ANNEX A: FORMAT for TECHNICAL

and FINANCIAL COMPONENTS in the PROPOSAL

 

The format and the contents are given just as reference for the bidders to provide basic information, but are not limited to it. Bidders can use their own format as long as the contents listed below are well reflected in the proposal. The proposal must not exceed more than 10 pages in length, excluding annexes and/or attachments.
