The National Scholarship Board
The President shall appoint a five-member National Scholarship Board to transact and disburse scholarships and financial assistance activities as herein provided. Each member of the Board shall be a resident of each of the four (4) FSM States, Chuuk, Yap, Pohnpei and Kosrae, and the fifth member shall be an employee of the National Government. Three (3) members of the Board shall constitute as a quorum to conduct its official activities.
1. Officers – The Board shall duly elect its officers: Chairperson, Vice-Chairperson and Secretary.
2. Terms – The terms for the Board members shall be three (3) years.
3. Function – The function of the Board shall include, but not limited to, the following activities:
a) Recommends priority areas for certificate, undergraduate, graduate and post-graduate studies for the President’s review and approval on Sin-Tax awardees and President’s sub-allottee (Secretary of the Department of Education) for review and approval on the National Scholarship awardees. Such priority areas may be amended every three (3) years;
b) Based on the established priority areas and the availability of funds under all sources, reviews scholarship and financial assistance applications, makes selections and recommends to the President and/or his sub-allottee the top qualified applicants for scholarship and financial assistance awards for his approval.
c) Ensures that scholarship and financial assistance recipients adhere to the terms set forth in Section VIII of this Guideline.
d) Recommends national policies and procedures for the disbursements and accountability of the National Scholarship and Financial Assistance Program.
4. Roles and responsibilities of the Board’s officers:
a) Chairperson - The Chairperson shall preside at all meetings of the Board; shall have all the powers and duties conferred upon him/her by law; and shall perform such other duties as may from time to time be prescribed for him/her by the Board. At each meeting, the Chairperson shall submit such recommendations and the information as he/she may find proper concerning the policies, administration and other affairs of the Board.
b) Vice Chairperson - The Vice Chairperson shall perform the duties of the Chairperson in the absence or incapacity of the Chairperson. In case of the resignation, removal or death of the Chairperson, the Vice Chairperson shall perform duties as are required of the Chairperson until a new chairperson is duly elected.
c) Secretary – The Secretary shall take full and accurate minutes of all meetings, including any documents and evaluations that form the basis of awards of the post-secondary scholarships, financial aid and grants.
5. Adoption & Effective Date
The duly appointed members of the National Scholarship Board hereby adopt the above written statements as their interim guiding rules and procedure in performing the roles and responsibilities of the said Board, until such time that a By-Laws of the National Scholarship Board shall be established and adopted.
